Higher Education Commission Pakistan – HEC

The Higher Education Commission of Pakistan (HEC) is the highest regulator of higher education in Pakistan. HEC Brief History

Pakistan Higher Education Commission (HEC) was established in 2002 to improve the standards of quality of higher education and promote educational research and development in the country. In just six years, Dr. Atta-ur-Rehman was the first President, becoming Pakistan’s universities among the top 500 in the world. Why HEC in Pakistan?

HEC is an independent institution that leads the way in the development of higher education quality in the country. It helps our national universities provide quality education to students. It helps to standardize verification and is the gateway to monitoring the real research culture. If the agency stops working with provincial governments (as in the 18th Constitutional Amendment), it will lead to disasters, irregularities, and the decline in university rankings at home and abroad.

The Higher Education Commission (HEC) grants a tax of 1 billion rupees to achieve the goal of providing high-quality education and excellent academic performance in Pakistan institutions, and the purpose of the scholarship is to enable students to compete internationally and nationally. Worldwide Ranking

The Higher Education Commission (HEC) operates under the leadership of the federal government until the 2010 amendment to the 18th Constitution of Pakistan. In 2016 (the 13th edition of the Times Higher Education Rankings), only seven Pakistani universities were among the top 1000 universities; in 2016, it ranked third in the 601-800 band and four in the 801+ group. According to the University of Higher Education’s 2017 rankings (14th edition), there are only four of the top 1000 universities. Only QAU can enter the top 500 universities. The National University of Science and Technology (NUST) and the Comsat Institute of Information Technology (CIIT) were rated at 601-800, while agriculture, Pasarabad, was more than 801 years old.

The entire decline occurred after the amendment of Article 18 of the Constitution of Pakistan. Not because the provincial government is powerless, but because the transfer of power has not been completed even after many years. Unlike us, 30 universities from India can find a place among the top 1000 universities, making us embarrassed for the whole world. According to the QS Strength rating, Pakistan ranked 50th in 2016 and India ranked 24th. Compared to neighboring countries, Pakistan scored 9.2, China 83.5, and India 60.9. If we want to compete with our neighbors, we need to improve ourselves in all aspects, and education is just another.

Wisdom at HEC Pakistan

It has been more than a decade since the HEC NRPU began to meet the challenges faced by researchers working at local universities in Pakistan and to facilitate research and development while facilitating the needs/requirements of researchers. Human and technical sciences, economic and social studies, engineering and physical sciences, medicine, biotechnology and biological sciences, natural and environmental sciences, science and technology are all concentrated in scientific research. The NRPU has maximum funding of $20 million per project, but the average amount is still less than half of the ceiling. To date, NRPU is HEC’s highest award research fund for research and researcher capacity building.

Similarly, in 2017-18, Punjab was 43.30%, the Federation was 28.71%, Sindh was 9.6%, KPK was 13.85%, Balu Province was 1.63%, and AJK was 2.35%. Similar trends can be seen in the grant allocations of previous years, which are provided in the HEC’s annual report. Figures show that HEC has greatly increased the number of grants over the past four years.

The purpose of the NRPU grant is to promote research infrastructure, equipment, access to scientific literature, and access to advanced technologies. It also focuses on improving the ability of researchers to make larger plans to meet local needs. Another factor related to the needs of residents is the development of local resources. To date, HEC has funded approximately 3,000 projects under the NRPU. Statistics also show that more than 70% of these projects are awarded to Punjab and the federal government most of the time.

Finance and Budget

Science is a lucrative profession in Pakistan, and Pakistan’s official scientific policy plays an important role in the country’s fiscal year budget. Since the revitalization in 2002, the HEC budget has increased by about 340.2% during the fiscal year 2001-06. About 50% -70% of the federal budget is spent on science and higher education, especially for HEC, the highest rate in Pakistan’s financial history.

By 2008, due to its policies and financial success, most universities had become a strong supporter of the Higher Education Commission. Quality has been greatly improved, and many institutions are moving towards world-class institutions. Many Pakistanis who have migrated from abroad return from abroad and receive a competitive salary. In addition to funding from the Pakistani government, the US government has also allocated large financial contributions to universities as part of its funding.

Priority is given to the expansion of higher education in the country, and the HEC budget is estimated at approximately one third. $ 57.8 billion, more than the allocation of Pakistani steel mills, PIA or any other state-owned enterprise.
